She had realized that the leadership in the base was highly corrupted and people who were seen as of no use to them would be left to their devices.

“That’s great. How should it be packed?” Ye Xuan asked as they couldn’t give the people medicine in half liter water bottles.

“How about we put the medicine in buckets and use disposable plastic cups to distribute it?

We don’t have enough bottles to pack the medicine, and even if we did, we don’t have to waste so much resources on distributing the medicine.

If we use disposable cups, we can also make sure that everyone who is served medicine drinks it on the spot and it doesn’t benefit unscrupulous people.” Chu Miao had already figured out that the problem with the people in the Southern part of the base culminated from the greed and neglect of the leaders.

If the leaders weren’t trying to get rich from the resources meant for the people, the situation wouldn’t be so bad.

“Okay, let’s serve it in disposable cups then. Let’s go get started.

I see that you have become fast-friends with the president’s daughter. Have her help us with the logistics to cut down on the bureaucracies.” Ye Xuan agreed readily and the plan began.

The two left the room and headed to the main building where the president and his daughter lived.

Yu Wane’r had also been briefed about the distribution of medicine and revamping of the South and had already changed her clothes to fit the environment they were going to.

After Ye Xuan explained to his brothers what they were going to do, the group left in a car and headed to the South.

The car was a bulletproof vehicle provided by the president and all of them could fit inside.

Driving to the South, the group got to see what difference there was between those living the rich life, and those barely surviving like humans.

Entering the Southern gate was like walking into a different world. The stench could rival that of the rotting flesh of zombies and the shacks where people were living was like a dumpster.

Some of the plastic papers used to make the walls and roof of the sharks were torn or had numerous holes.

They couldn’t even keep the lightest rain or dust out.

As they drove by, they had a clear view of the inside of most of the shacks that many called houses.

They were dirty with clothes and other things like utensils scattered inside.

Dirty beddings that seem to have not touched water since their use began could be seen piled in corners.

Anyone who saw this scene would be appalled. It could be imagined the kind of life these people lived.

“I can’t believe there is somewhere in the base that looks like this. Even though I had known that the situation here is bad, I didn’t expect it to be so awful.” Yu Wane’r lamented sadly.

She was aware that her father wanted to make the lives of citizens better. This was why he had ran for presidency in the first place.

However, his subordinates cared more about lining their own pockets than making sure that the people had a good life.

She looked outside the window of the vehicle and saw dirty and emaciated people of all ages from young children to old grandpas and grandma’s standing around and scrutinizing the vehicle that had entered their territory as if they were seeing an alien.

It could be seen that even though these people had lived in a civilized world before, they now looked as if seeing a car was equivalent to seeing a UFO ship.

Just how long had it been since they had seen a car? Or a clean and healthy person?

Some felt as if it had been a lifetime.

“Although things can’t go back to the way they were before the apocalypse, their lives can become a bit better with some support.” Chu Miao didn’t know what to tell her newly made friend and just said what she thought would comfort her.

“I hope so, but looking at the old people living in such a place makes me feel bad.” Yu Wane’r understood that she couldn’t change much because of the limited resources.

However, that did not stop her from feeling bad about the situation the people were living in.

“Let’s do what we can, the rest is up to fate.” Chu Miao could only say this because she didn’t know what else to say.

The car stopped in the most central area of the South and the people inside stepped out.

Seeing such clean and healthy people, the residents felt as if they had been transported to the past before the apocalypse.

Ye Xuan and his brothers were in military uniform. Even though all of them had retired a couple years before the apocalypse, they still remained active for when the country needed them. Hence, they had special permission from the president to keep their military gear including their uniforms and guns.

Now that they had taken a mission to help with the people, they wore their military uniform to give them a more official look and get the people to corporate easily.

People in the country tend to have more trust in men and women in uniform.

Looking around, there was barely any space to place the things the group was supposed to distribute.

Lei Ying, who was more sociable walked over to one of the people standing close by and explained why they were there.

He told them clearly that they were going to give medicine to every resident there and needed them to organize themselves and form lines once everything was set up.

“Is the medicine for cholera? A lot of people here are already sick and on the verge of death.

Almost hundreds of people die here everyday. If the medicine can help treat cholera, then at least we wouldn’t have to fear so much that everyone would be wiped out some day.” The man who was talking to Lei Ying explained.

They had waited for someone to come and save them until they had given up hope.

They were just afraid that causing trouble might result in ruthless response from the government which would affect their younger generation.

That was the only reason they had been holding back. But now that there was hope, they would, of course grab the chance.

“The president has been sick and only managed to get out of bed today. That’s why nothing has been done about the situation here.

But as soon as he was able to get out of bed, he made the arrangements to bring medicine.

So, you guys shouldn’t lose faith in the president. Even if other leaders let you down, I don’t think he would.” Anyone who didn’t know would think that Lei Ying was campaigning for President Yu.

But he wasn’t wrong. If the president was still around, the people wouldn’t suffer too much.

“Okay, I will talk to the most respected people here so that they can help in arranging the people to get medicine.” The man said to Lei Ying.

“Not just medicine. Some more soldiers will be coming a little later to bring you tents and toilets.

We will set up a table for you guys to be registered before taking the medicine.

We will use that information when distributing other supplies.

So, find trustworthy people to supervise everyone and make sure they provide accurate information.

We want to know how many members each family has. How many children or old people, and how many able-bodied members are there.” Lei Ying thought of this at the last minute.

If they could get an accurate number of the people living there, then it would be useful data for when distributing resources not just that day but in the future as well.

“Alright then. I will go and begin the arrangements while you guys set everything up.

Thank you very much.” The man said gratefully before bowing ninety degrees from the waist.

“No need for that. We are only doing the bare minimum we can.” Lei Ying said while helping the man to stand up straight.

“Go and gather everyone.”

After saying that, Lei Ying walked back to the rest of the group and explained the new plans of registering everyone.

Chu Miao thought that it was a good idea.

No wonder Lei Ying had been Ye Xuan’s close secretary when he has become the CEO of the Ye Group.

He was more meticulous than most people when it came to interpersonal matters.

After knowing the plans, Chu Miao took out two long tables and set up four buckets filled with the herbal mixture on one of them and the other was used to register the people.
